As far as I know Iceman himself doesn't have a permanent URL for it. Check this thread

I've updated some small things and fixed the display menu (some links didn't work in the earlier version)

Edit: Please nothe that the parameters usage of reschanger.exe have changed. All the info is located in the Reschanger.txt file located in the Links folder.
