Web design resources
basically if you are a begginer use something simple but I personally use dreamweaver and zend studio (php mostly).
For graphics use photoshop or fireworks.
*note: all of these are not free you must buy them.

Sites
A List Apart | This site contains articles relating to web design and coding. IMO, it's geared towards more advanced coders.
Think Vitamin | Contains tips and tricks regarding web design/coding.
OpenDesigns | If you're new to coding, this site contains a variety of "open source/free" templates to use for your site.
Open Source Templates | Same as above
Tools
NVU | This is what is called a WYSIWYG editor (What You See is What You Get). Basically, you can create a site visually without much difficulty. This was perhaps the very first webpage creating software I used.
Aptana Web IDE | I've since moved on from WYSIWYG editors to hand-coding tools such as Aptana. It's a great app to use if you're really advanced.
WordPress | This publishing platform is what I use to manage my site.
My favourite resource for web design is Web Creme. It shows some of the best websites out there, for inspiration.
I use DreamWeaver to develop my site. It's perfect for both beginner and advanced users. I hardly use the design view, but it's easier to develop in design view if you don't have much coding experience. However, when you start to get more experience with coding, you can use the code view in DW to edit easily.
