Stardock had a free standalone application called SpringFolders that did exactly that. I suppose it is now an integrated part of ObjectDesktop. Maybe if you look around you can still find an old version floating around.

If you use IconBuilder from the IconFactory you can create the open-state image. It's a payware Photoshop pulg-in but it has a trial period.

Is Windowblinds a magic word that cures all? Windowblinds does filetransfer animations, yes, but nothing of the sort that dreadnaut is asking for.
