Create themes for mobilephones [BS E71]

Hi,

I was checking out some themes here for sony and motorola. I rather want to create themes for a BenQ Siemens E71, but i dont know what tools i can use to create my own themes. Ive searched in google with no luck

What do you guys recomend/ have seen for the E71?
