icons software wanted

hey guys,

What is the "best" icon software on XP right now? Im mainly after one that supports icon packs, are there any good ones for PC like CandyBar and Pixadex for Mac?

Icon Packager by Stardock supports packs and is pretty good but it is payware.

I use Icon Phile myself. It is free and does not need to be installed.
