It looks like he converted them to 'real' icons, but I don't think that's a good thing either.
Maybe he's just ignorant of what he's doing, and the policies he is breaking.
well, just converting to windows format without permission is still ripping

True.... he doesn't claim credit and also leaves the original preview image, including the original URL (at least on the first one). We do stuff like this all the time here.
The other one was a blatant rip. This is just a port without permission.

The one (the VLC icon) where the original author is complaining that its a rip is released under creative commons "Attribution-NonCommercial-NoDerivs 2.5 Spain" The only thing this 'ripper' didn't do was attribute the original author by his name but rather by his webpage. Since the original author didn't specify how the icons should have his attribution with them, then I would say he hasn't even done anything wrong.
I dont know about the rest, but the VLC icons were used properly under their license. If the author is mad that he put the wrong license on them, thats his fault.
Jajajaja i just have one thing to say: Liquival is an envious i don`s say i did the icons and like said lostpyder my error was don`t give the attributes.
