How to create shortcut to cpl extensions?

I am using avescripter morphdock and avedock but i cannot find how to successfully open a shortcut that points to C:windowssystem32appwiz.cpl

There must be some way in avedesk to do this and add the link to the dock?? After all if onbe can link the my computer CLSID and open "my computer" from the dock then what i request must be possible and i seem to be doing something wrong
