Can you be a little bit more specific maybe? i have turned on the setting when you right click on the desktop and choose properties, and choose effects (?), but it doessnt seem to work. So can you please be a little bit more specific? 
It sounds like you did it right. Cleartype really doesnt have any options.
But there is a program called "Clearertype" that lets you tweak the settings. Google it.

EDIT:\\ There is "Font Smoothing" Though. Its basically a crappier form of Anti-aliasing. Try enabling that.

win2k doesn't have cleartype no....but it does have alpha blending, it was the first win to have it.
Yes Windows 2000 Pro has alpha blending but it is used for tranparency on the menus and really nothing else. The Alpha blending isn't used for the icons or the fonts. You do have one thing that will help. Windows 2000 supports postscript fonts from Adobe's technology.
So if you use the postscript version of the Lucida Grande font it will look better than the true-type fonts and it will look closer to cleartype. You can often find this postscript font included in the earlier versions of Auqa themes for WindowBlinds. So dig up some of the older themes and you should find it burried in there. Hope this helps. 
You can transperize windows and use windowfx shadows too in win2k.
