[release] Dhs-alert

I was playing around one day and threw together a little app that displays the current Department of Homeland Security Threat Level in the System Tray. (It periodically will poll for updates to the Threat Level automatically). I don't have anywhere to host it for download but if someone wants it or will host it...let me know..

By the way...I think it's about time for me to get back in the game...I've been working on my iSurf program again...and iTalk has been ready to release for a while. iTalk now supports mutli-language (not unicode/2 byte characters) and has full support for custom avatars (which it will exchange with other iTalk users). And no, iTalk doesn't support AIM. Just MSN.

SORRY I DROPPED THE BALL ON THIS ONE .... HERE'S THE PROGRAM...THE ICON FILES HAVE TO BE IN THE SAME FOLDER AS THE .EXE

Oh...forgot to mention...I also re-wrote AquaVolume. I was using lowlevel keyboard hooks...which seemed to wreak havoc. I'm now using the more Windows friendly "Registered Hotkeys" API's. It's very stable now. I've had it running for weeks on my dev box at home.

right now the threat is elevated

p.s. this is not that big of an issue but the little icons don't look all that great
