Ok, after installing the latest drivers for my radeon9700pro all in wonder 
i remember having that "found new hardware" poping up on me each time i restarted the computer. Not only that , i checked the box of "dont prompt this request next time you restart" and yet still the devil comes back no matter how many times i hit "cancel".

How did you install the driver? The easy way to get it to stop popping up is to go into the Device Manager, select the "new" device, and go to "update Driver". It will then search your harddrive for the new driver (be sure you have downloaded and unpacked the new driver if possible) and install it.
If you really want to get rid of that popup, in TweakUI, there is an option for "disable bubble tips". That will completly remove them.

nah, that only deals with your boot.ini and startup programs/services.
I remember buying a RADEON 6000 64 MB card and ripping out my slot cover, just to find out that my computer wouldnt boot w/ it in the PCI slot...
