Right-click your taskbar, uncheck "Lock the Taskbar," and then grab it again and simply drag it up to the top. Right-click it again and check "Lock the Taskbar."
Is that what you're asking?

he (once again i think) wants to know if you could divide your taskbar so you have just a taskbar with open windows and nothing else on the bottom, and the whole normal taskbar at the top? maybe?
Is this what you mean?
If it is, just unlock the taskbar, and resize it so it is two rows tall. The enable qick launch and drag it onto one of the rows, while leaving your list of open windows where it is.
Thank you for your answers, but what I want is to have 2 different lines of icons (one for shortcuts and one for the open windows), both with RK Launcher (one at the top and one at the bottom for example), but without the original Windows XP task bar.
Can't be done, not as you're asking for it. However, search for the "Trayfish docklet" (without quotes), recently released--it does about the same thing.

Actually, this is possible with Objectdock Plus.
You can have two seperate docks, one with shortcuts/docklets, and one with open windows.
(I used to run the same setup.)
A suggestion for you -- perhaps two seperate docks at the same time would be a good solution for you. IE, not just RKlauncher, but one copy of RKlauncher, one copy of say, YZdock, or Rocketdock.
Let RKlauncher handle the minimized apps at the top of the screen, and let the other dock handle the shortcuts at the bottom. Boom, problem solved.
Certainly far from efficient in a theoretical CPU/memory sense, but hey, that's not exactly the strong point of a dock in the first place, is it.. 
You can run 2 copies of rklauncher - just copy rk folder and run another copy of rklauncher - they will work separately. You can then set one to handle the minimized apps and the second one to just hold shorcuts.

Hey, I'm going to do this! For those not sure how to do this, copy two RKL folders like he said, and run them both. Now take all of the shortcuts out of one, leaving the seperator. Right-click the Seperator>Settings>Behavior Tab and make sure the "Minimize to RKLauncher" option is checked. So now all your apps will monimize to this dock, you can take out the seperator. Now go to the other dock and... yes, that's right, uncheck "Minimize to RKLauncher".
Done! Can't believe I never thought of doing that... The minimize-only dock makes an awesome taskbar replacement! Great idea Ffahm. And thanks for posting to Classic.
