Left-side scroll bar

I don't know(never seen a MAC where I'm from) but considering the fact that the "Close" "Maximize" & "Minimize" buttons are on the left side on a MAC I also presume that the scroll bar is on the left-side too.

Is there an application to move the scroll bar in Windows to the left and the folder-related tasks to the right side of the screen?

no. scrollbars are on the right. But, on some Mac Apps, the scrollbar buttons are both on the bottom.
