How do you make rk launcher take up work space?

I'm looking for a way to make other programs not to go under or overtop or the dock but kinda not take up the space of the launcher (like how windows vista side bar works) any ideas?

I use to do that with windowfx a while ago, you can limit the maximized size of windows... its shareware stardock product...
