Actually, I didn't scale anything from the 1600x1200 which would look pretty blurred when resized. The only reason I even bothered is that the wallpaper is really simple which is great for modification.

Just open the 1600x1200 and on the bottom of the image copy and paste a few copies to fill the bottom of a new resolution document, add a bit of blur to make it blend. If you take a look at the end of the original image, I just copied the space between the last mountain and a little ridge, and repeated the same copy and paste steps to fill the horizontal view of the image.

The thing is, I can't really make a tutorial since this would only apply for this image. It's actually pretty simple, if you just open the image and paste it on a blank 2560x1600 document, you get a nice hint of how to use the original picture to create a new fill.
