i have been searching for days, but i could not find a tutorial or a how to on this topic. i need to make a forum for a website i'm making, but i don't know how. can someone PLZ help?

I wouldn't bother trying to make one. There's plenty of free ones out there.
If you have PHP and MySQL, use PHPBB, InvisionBoard or something similar.

Yes there are plenty of scripts - my favourites are:
* Vanilla - http://getvanilla.com/
* BBPress - http://bbpress.org/
BBPress is especially light weight and Vanilla is more cosy.

It can be done in HTML, but PHP is a much more effective way.
You really don't need to learn PHP to set up a forum, just some basic knowledge of install things on a web server. All forums include documentation on how to install them and most hosts even offer a forum as an install option in the control panel, meaning you just fill out a few forms and its installed.
