Forcing window positions/locations

I have looked around for any software or even built in functionality to do this...

Is there any way to force a Windows window to open in a specified place (by X and Y coordinates perhaps?) and forcing it to be exactly how wide/long I want it to be? Kinda a specific request, but I have looked around for a while and havent found anything.

Look into Sizer, and Hawkeye ShellInit. If either of those work, I'm closing this thread and I'll yell at you for not searching .
