Can't Add Shortcuts To Dock

Okay, I have two issues.

How can I add the Run and Search items to the dock?

Secondly, I removed the recycle bin by accident (my mouse isn't working properly), and when I try to add it back, in the docklet selection page, it says it's already there. Any way to fix this?
