PLacing shortcut to Windows Picture and Fax Viewer in RK Launcher

I created a shortcut to the windows picture and fax viewer in my program files by following the steps on this page:

Then, I wanted to create a link to that shortcut from a dock item on RK Launcher.

In the dock item's properties I have the following:

Link: C:WINDOWSsystem32rundll32.exe

Arguments: %SystemRoot%system32shimgvw.dll,ImageView_Fullscreen

Work Folder: %windir%

The shortcut works fine if I click on it from within my program files folder. But when I try to use it from the entry on RK Launcher I get a message that reads: "Error loading %SystemRoot%system32shimgvw.dll The specified module could not be found."

Does anyone know how I can get the icon on RK Launcher to successfully open the picture and fax viewer? Many thanks.
