That dude looks like a kid but he is not. He's short heighted andHe's one of the famous south indian comedian who appeared in many movies in such tidbit roles. This one is from some Rajnikant (another south indian superstar) movie.
That makes me curious, how many indian buddies are here.. cause some time back I saw a post with Indian Actresses wallpaper site. 
in case anyone wants to know, at the end of the clip, the kid (midget) asks for a drag, and the guy refuses saying children shouldn't smoke, to which the midget probably threatens to perform some diabolical midget magic, for the fear of which he hands the cigarette over.
maybe someone who knows tamil will tell us what the creepy midget kid said
