I think you can't, I just found the file with such resources, (or atleast that seems) the file is called: navapw32.dll in your norton antivirus installation folder.

However after editing the file to add modified icons, after rebooting windows as it loads up norton popups a message that such modified file has no digital signure. So maybe it involves more hacking than just using reshacker to mod the icon.
