I can't get titlebars of windows to display Japanese text.
I've installed east asian characters from the Regional and Language settings dialogue
and now I can display Japanese text anywhere except titlebars.

i've never tried to install east asian characters, but the first thing i'd try is go to the appearance tab in display properties, click advanced and change the fonts for the titlebars...
I'd do what Slewed said. Change the font to Tahoma and see if it helps. If that works, that means that the current font you're using does not include a Japanese character set. In that case, you can either use a font that does include Japanese characters, or use a fontlinking method in the registry to include Japanese font display in Western-only fonts (such as Tahoma).
The font linking takes place here:
HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindows NTCurrentVersionFontLinkSystemLink
You can follow the example of Tahoma and make font links to other fonts as well (such as Lucida Grande, HandelGotD, etc.). Basically what font-linking does is define secondary fonts to fall back on should the primary font fail to display certain characters.
Thank you for your responses. It did help me figure out what was wrong. Firefox and iTunes don't use the titlebar font set in display properties for some reason. They use some other font and I don't know how to change it. Could some one help with this please thank you.
Also, I have multiplugin for iTunes and I can change the titlebar font but whatever I change it to it still doesn't show Japanese characters, even Tahoma, (and I know that it does change the font). Thank You.
Also, Also I figured out how to change the firefox font through the user chrome, but it still doesn't show them even in Tahoma. Thank You.
Also, Also, Also, I tried what you said JesterMania but It doesn't seem to have an effect. I also am not sure if it is failing to show the characters or not, doesn't it show boxes when it fails to show them instead of question marks? Thank You.

I can read Japanese fonts in Windows Explorer in file names and in the file Explorer titlebar too.

I think it's a combination of two problems:
1. Import the attached registry keys and restart. I think your registry is missing a few key entries.
2. Go to the "Regional and Language Options" panel, click on "Advanced" tab, and under "Language for non-Unicode programs", change to "Japanese".
