Unable to load bitmaps

This happened to me a while ago, but it fixed itself. Now it's happening again and won't fix not matter what i try.

Windowblinds doesn't load any skins and says 'unable to load bitmaps'. How can I fix this? I've tried to reinstall it and I can't fix it.
