Change Default Value of Notification Area

As Title, any one know how to change default value of Notification Area from "Hide" to Always Show?

thanks for your reply but i want to enable it, my problem is when Windows add a new application, the default value is something like "hide it when not in use", i want to change the defualt to "always show" for new applications.
