How to create themes?

Hey guys i would like to know how to create a theme then use it myself how would i go about it and once don how do i make sure it works with the uxtheme hack?

I have programs like :

Photoshop

Imageready

Flash

which i suppose i can use to create the graphics.

Is this worth the $20? My trial ran out, but I dont remember ever using it when I installed it the first time. And because my computer is well.. a little screwed up i can no longer run Regedit to edit the registry so i can install it again. Should I buy this program? Or are there any others out there I can try?
