Creating grid lines?
I am away from Photoshop, so the exact process may differ a little.
Open a new document at the size you want a box to be +1 pixel for the height and width, make sure you have a Transparent background. Choose your color that you want the grid to be. Use the pencil and change the diameter to size 1. Make an "L" on the left most and bottom most region of the image (a box cut in diagnol). Edit -> Define pattern (give it a name if you want) -> OK.
In your other picture, create a new layer and select the Paint Bucket tool (G). In the tool properties bar on the top, select the "Foreground" dropdown box and select Pattern. Click the picture box that will appear and choose the image that you just created. Fill the layer, trim and viola!

Another way you can do it, which is usually how I do it. Is rather then dealing with an entire document all together. You can go in the channels palette and create a new channel (probably named "Alpha 1") Then with the rectangular marquee tool, draw a box from the top left corner as big as you want the grid boxes to be including the line thickness. Hold shift down if you want the box to be square.
With the box selection made, hold alt and redraw a box from the top left corner (holding alt removes a selection, after you click down you can hold shift again to constrain proportions). Draw another box on top of the first one but make it a few pixels smaller so the selection left is however thick you want your lines to be. The selection will look like a backwards L shape.
Fill that selection with white and deselect (control+D or select/deselect from the menu)
With the white L on there, redraw another marquee like you did the first time to the size of the box including the white part.
In the edit menu, go to "define pattern." Name it however you want and click ok.
*note that the marquee area that you're defining a pattern in has to be a rectangular shape (i tried doing it with an eliptical marquee a long time ago and couldn't figure out what the problem was, lol)
With that done, make sure everything is deselected in that channel, then go up to the edit menu and then "fill." With that window up, under "use" select "pattern" and in the box under it select the pattern that you just created and click ok. This should fill the whole channel with a white grid.
Select the magic wand tool and click on the white part, and it should make a selection of the whole grid. Go back to the layers palette and fill the grid selection with whatever color you want on whatever layer you want.
That's pretty much it. The same approach can be applied to lines as well, if you make a white box in a channel, and select it as well as a same size box under it in the black area, and define all that as a pattern, when you apply it, it will create lines instead of a grid in which you can select and fill as a regular layer. Though with lines you may need to right click and select "similar" since the lines aren't all connected when you click on them with the magic wand.
