[release] Animated "glow" Desktop

Installation instructions:

1. Make sure activex is turned on.

2. Unzip the files in the same directory

3. Go to display settings

4. Browse for the "glow.html" file

5. Set it as your desktop background

6. Click on the desktop

yeah probably, you could just as easily do it with html though :)
