vBulletin Assign Admin Help

Whenever I make a new member admin, they dont receive full admin rights - their admin control panel looks like this:

As you can see on the left, they only have 3 options in their control panel instead of all of them admin should see.

TO make them an admin I just included them into the Administrator usergroup - their name and user rank changes, they can see admin only forums - yet they cannot see the whole afmin control panel, does anyone know why this is and how I can fix it?

In one of the configuration files for vBulletin, there is a line where you type in the user ID numbers of the super administrators- add the user ID number of your new admins to that line.
