yes - but with a dialup modem.
I'm assuming that is what you have.
There is a built-in program that allows you to do that. I've done it plenty of times when I had a dial-up connection. YOu can even use it as an answering machine..
I think its called phonedialer
Type "dialer" into the RUN box.
I used the dialer but...
after I dial it asks me to lift the reciever and click talk ...
I don't know why but I also tryed some commecrcial software and it did the same

i think you're supposed to plug a phone into the line-out of your modem, and use that. i could be wrong, though.

First of all, make sure you have a voice modem... otherwise you won't be able to use mic and speakers instead of the receiver.
is there anything that let's me do that over the net?
If you mean contacting from your computer to a regular phone, there is VONAGE (the broadband phone company). Communicating between PCs is easy though, just use an IM client
