Try PhotoFiltre.
Powerfull program, not as good as PS (suppose there is none), but in my opinion the best freeware alternative. Also very low on resources.
Gimp is the most well known one. It's free, for most OSes (including linux windows and os x) and there is a mod to make it more photoshop like called GimpSHOP.
Otherwise there's Paint.NET (very basic) and Pixel Image Editor for about $40 (Formerly Pixel32)

I'd go for the gimp if I didn't have ps.
What about MACROMEDIA Fireworks it's one of the best softwares I know and I use it every day for everything and you can do such greats things like in photoshop !
Furthermore you can find bunch of tutorials on the net..
Just download the trial, and try it 
I just need something good for making wallpapers, avatars, all that stuff.. Any other suggestions?

Why not gimp? It's free. Hard to get used to, esp. if your avid in PS, but again it's Free.
Paint.Net is a great alternative to Photoshop. And contrary to what Wuzzie stated it's not as basic as one would think.
Gimp has a learning curve to it which might take some time to get used to. Paint.Net is simple to use but is powerful enough to accomplish what you need. I set my brother-in-law up with it and he hasn't got a clue when it comes to graphic programs. Best of all - it's also free.

I just finished downloading GIMP... Took an hour and a half.. (Stupid dial-up)
Does anyone know where I could get a good tutorial for GIMP that teaches me everything needed for wallpapers, icons, avatars, etc.? Or would it be better just to switch to Paint.NET?

Did you use GimpShop yourself as well? I've considered switching to it but I'm not sure how quick they are with updates and what not. It looks like a pretty good idea though. Would make it much easier to follow Photoshop tutorials as well.
