How To Change A Smaller Icon Size In Reg?

I've changed my win icons' size into 128x128, now i'm wondering how can i change them into another smaller size, like 72x72? i dl this .reg to change the size:

now it's the problem of my icons. i ain't got enough 72x72 icons and now they all look ugly. i'm gonna use a 4x FSAA at my desk top

i'm working on iconworkshop to make 72x72 icons. itll be done soon.
