Anyways here is what I wuz thinkin' (I intentionally spelled was wrong because I like sometimes to spell was wuz) is Admins you make a thread saying Questions ask questions about the rules here.
And make it to where until they post their atleast once they can't post anywhere else.

That is a decent suggestion, to have a thread where us n e w bs can learn from our most venerable mod-samas. I havent checked to see if there is such a thing or not, but if there isnt one there should be.

The opening poster wanted an Official thread to be created so new members can ask questions about the rules. Provided they read them to begin with.

Well, the rules are pretty clear cut. I don't see anything that needs to be explained.
I don't mind a thread like that as long as things don't turn into flaming (like they always do).
As badly as it is written, i actually like the idea.

Definitely not a bad idea. However, like Unbe, I'm a little worried that an answer to a ****ie's question might provide unnecessary debate/flaming about rules.

One Mod/Admin wouldn't have to sit in it, they (and nobody else) would answer the questions when they come online.
I like the idea too.
However when you say

I'm not conviced that a flaming war won't start.
To me the glass is always half empty, infact someone broke the glass before I arrived
