try customizing with StyleXP? .. i know we can change the skin of Logon page with this program.. but i dont use it.. so i cant realy help you.. but i think maybe Style XP can do that

I'm not going to try it now to check if it works, but this is my idea:

modify the registry in HKLMSOFTWAREMicrosoftWindows NTCurrentVersionWinlogon so that instead of logonui.exe, a custom program is run. This program runs an always-on-top clock and then the standard logonui.exe
