Switch Alt and Ctrl

Does anybody know of a way to switch the what buttons are registered when you press alt or ctrl?

I mean, I want ctrl and alt to be switched to make it more like the mac. When i work in photoshop on my windows box it always screws me up

I figure this is probably something that would have to be done with the keyboard driver right?
