Ok. Linux icons work the following way: you have a plain folder icon and an option to set whichever emblem (camera, sheet of paper, speaker, etc) you want to any folder. What this person did was to simply take the default folder, put an emblem on it, and save it as a new folder, for each emblem. It's really not hard to do at all.
