Having a blonde moment

Right this is gonna sound like a stupid question, but im gonna ask anyway. The icon below is used for internet shortcuts on a real Mac OSX, i have seen seen screenshots of it on the OSX dock. What i wanna know what it does?, i mean i know i can link a Url to it, and that, but is that what it does on the real Mac OSX, what i wanna know is what function it performs on the dock, i see it on many of aqua memebers screenies but can't fathom why i would want to have One url link sitting on my dock, so thats why i need to know what it does on a real Mac.

Well... everone's on V fever... but gotta love the dialogues in that movie. Hugo's style of dialogue delivery is awesome. I liked when he did Agent Smith and I loved him in V for Vendetta
