Yea, it uses the same skin as all your other apps. It has no skinning capabilities of its own.
Some styler themes skin the color of photoshop 
...that's quite wierd, never thought about something like that. Photoshop does'nt look that bad, why would you want to skin it?
well I do not like the color gray. I just want to change the color.
The gray in the Photoshop background is controlled by the value located in
Display Properties-->Appearance-->Advanced-->Desktop-->Application Background.

why are you mean?
We mean that MY METHOD WORKS. I'm not sure what the misunderstanding is about--if you do as I posted, the background color of Photoshop will change. This, plus the skinning that the visual style applies, is pretty much the extent of Photoshop skinning (to my knowledge).

If you do then choose the color you want as the foreground color and
click on the document background with the Paint Bucket Tool selected
and the Shift key pressed down.
If you mean this background:
- then it's controlled by Windows. (In WinXP it's Control Panel >
Display > Appearance > Advanced > Application background).

Since we are on the topic of photoshop, how do I get grids to work, such as in the tutorials by ultraman, he has the grid lines there..
go to view then show guides or you can open a ruler and drag the guides from there
