I'd like to turn my old website into a blog..
Isnt moveable type free for unlimited blog/one author system. As long as you have the hosting already with the requisite PHP/MySQL access then all you need to do is upload it.
For what you want, MovableType is effectively free. Personally I'm a fan of MovableType, though I've never tried the others.

My experience is with WordPress, it's a pretty good software.

My personal web is hosted with blue domino so I'll check there to make sure I have php/mysql installed.
I personally like both Wordpress and Textpattern, but I tend to favor the new Wordpress 2.0.
dpends if you want "just" a blog or not textpattern is really a CMS so you can do so much more than blogs with it. wordpress is focused on blogging so its very hard to get it to do other things (not impossible though)
Wordpress if you can put it on there and want to configure it. Blogger if you can't put it on there or don't want to configure anything.
wordpress or expression engine
wordpress has a lot of plugins and such, expression engine has complete control over ever aspect of how your site and code will look
