How to change all icon I want?

I have use a IconPackager to change all icon but the icon is in pack.

I just download icon and it's contain many icon so I cannot find the way to change all icon I want?

there have any program to do that....?

Are you asking how you can choose a specific icon out of the Icon Packager theme pack?

If so, this is possible. If I'm not mistaken (it's been 2 years since I've used it), but the Icon Packager themes are *.icl files. These *.icl can be opened and it will have all the icons inside the pack available as choices for icon swaps.

Sorry if this isn't the best explanation, but I'm having trouble thinking of a diff. way to explain.

Thanks for your answer. but that is not i mean, i used to use iconpackager before, it easy to change all icon coz all icons are in package, but i haved download icons and there are in *.ico OR *.png so i don't want to change all icon one by one. ... how can i change all icon in one time?

Basically you can't. You'd need to make an IconPackager pack out of all of them.
