1. paint the background black or neon

2. Use text and make it say BRAP!

3. change color of text.

This is supposed to be a forum where you learn constructively. Such a request truly is not difficult--search for Photoshop tutorials on graphite style text and/or neon. Learning how to do it is half the fun and I promise you you'll value the experience even more!
