[Help] IFRAME Double-arrow scrollbar

Is it possible to have the scrollbar up and down arrows on top of each other in XP at the bottom o the window like on a mac? In an IFRAME on a website, that is.

Regarding your question I'm not enitirely sure I know what you want. A scrollbar for a website? Is there anything more specific, like a screenshot or better description of what you want to achieve?
