that file is related to directx. go start|run and type in dxdiag and hit enter. it'll let you know if directx is installed properly, which it sounds like it isn't. have you done all your windows updates? google d3d9.dll and you'll find a crapload of places to dl it from.
Where can I download the latest verison of ActiveX..windows site?

no. okay, the windows update site won't let you do anything until you've upgraded to sp2. unless, of course, you choose administrator options (i believe) in the left pane. there you should be able to download individual updates. having said that...
upgrade to sp2. period. then apply all the other security updates. and for god's sake, install anti-virus software. THEN worry about customizing your freakin' desktop. a'ight?
I just had the same thing happen to me. I was useing 1.2. I updated to 1.3 and everything is working fine now. Maybe give that a try.
You don't need ActiveX (the evil) you need DIRECTX.
