Secondly, that just might be a PC. If it is The app used might the ObjectDock Plus, but I don't think it's a PC. (XCode & Transit kinda give it away)

Positive. Why'd you guys think it's a PC?
well firstly the Drive icon has a blue colour selection on it - but there is no selection on the icon. Secondly the dock has coloured indicators and custom icons for a few apps. Also the font looks like Mac Bold which is not clear like a true mac font. Finally the screen looks like a PC - dont ask me cos I cant explain but Mac screens have a different feel about them.
BUT I have been known to be wrong in the past.......
It's a Mac. The "blue colour selection" Tricky is talking about is a colour label. The icon is not highlighted, but labelled.
Not sure what program it is. I've seen it before, but I forget the name. DragThing comes to mind.
Whoever's screenshot that is is also using TinkerTool to place the dock in the bottom right.
A relatively good test to tell whether something is a Mac or not is to look at the screenshot resolution. Not many people are going to bother resizing their 1600*1200 screenshots to 1440*900 to fool people

So, my initial guess is that it's a Mac, though I could be wrong too.

If you are on Windows, this effect may be achieved with ObjectDock Plus.
This screenshot is a Mac using DragThing 5.6.3.

it most definitely is DragThing
if you look in the menubar between the little duck (AdiumX) and the bluetooth icon
it's the icon for DragThing
if you want it to look like the screenshot.
ctrl click (right click) on the dragthing dock, and goto dock options
under the Visibility tab, you can select the option to "Show Dock as Drawer"
