Single Biggest Mistake In Windows Xp

Does anyone else fail to see why Microsoft has not implemented a feature that, say when IE windows of 10 or so are grouped together in the taskbar, the active window's title in the taskbar grouping feature shows up in an orange line, to differentiate it from the other inactive windows (which are against the standard blue background).

Why hasn't anyone realised this in the months of testing.
