Wouldn't be too difficult. There's a tutorial for AveScripter which guides the user thru the process of creating a desklet with it.
Alternatively, I think SysStats is much and much more easier for this job 
hey, i made one for you that displays your ip, all i need to do is make a nice background and installer and i will release it tomorrow. oh and do you want both an internal and external ip display or what?
