there are a few spotlight clones but I dont really know anything like Quicksilver...I'm actually not 100% sure what it does either.

QuickSilver is a nice program similar to SpotLight. You can find it here: http://docs.blacktree.com/quicksilver/what_is_quicksilver . For Linux, it's easy to get a Quicksilver clone but for Windows, try AppRocket http://www.candylabs.com/approcket/ or Launchy http://launchy.sourceforge.net/ .

If you want something 'Skinnable', You could try 'Consolable'. 'Mayk' is another Quicksilver like app but it's not skinnable.
