Don't take this the wrong way, but learn some basic composition (rule of thirds etc etc) first. Also your subject matter is a bit pedestrian, so when that happens try to make it interesting by showing us a different perspective via depth of field or slow/fast shutter speeds. Also a lot of your highlights are way blown out, so maybe take two frames one exposed for the sky and one of the rest, and merge them in photoshop.
Best advice I can offer is take a class at your high school or colllege/city college. You'll learn the basics.
Oh, well I'm in junior high right now, but I'm going to take photography next year. Thanks for the advice.

I love the rain! It creates a nice motion blur in the pic! Good composition on this one! How fast was your shutter/aperture settings? I just got myself a canon eos 1d for my education. I'm a poor law student now, so I'll have to apply for a job soon. 
Maybe a half-time press photographer.

the variant of speed is only given to the shutter setting, aperture is seen as wide/narrow or large/small, the term "fast lens" does apply when speaking about lenses with very wide aperatures though.

Yes I am well aware of that. I assumed that you guys were photographers, so I thought you would understand it anyway.
I was just too lazy to be specific.
Aperture setting alters the depth of the focus. For example:
wide=the background is rather blurry
narrow=the background becomes sharper and more in focus
