It's really not possible, but you can achieve a decent result with a little tweaking of your layers...
Not great subject matter I know, but it was an exercise with cs2 that carried on. Not my pick of colours either!
It involves lots of layers using the 'threshold' option and then cutting back and re-colouring.
As you can see...it's not vector at all...very jaggy...but on a larger image this process may work.
Looks better than my original...doh!

No filters - layers...I know it's a fake. Photoshop cannot do vectors me thinks...that was the point of the post me old!
Photoshop cannot do vector, it is a render program. Vector can be achieved using Illustrator/CorelDraw/Freehand.
you can make vector shapes in photshop.. but in the end its always better to use an actual vector program..

"Render program"? You mean raster 
As d-shade said, Photoshop can do vector. It has vector shape and spline tools used mostly for very basic shapes/selections/masking. Ultimately PS expects you to export your output to a bitmap/raster format.
Vectors in Photoshop are great for stuff in Photoshop you want to rescale perfectly at a later stage.
Combined with layer styles, vector art in Photoshop is great for geometric stuff like interface design.
In a completely opposite analogy (an un-alogy?), artwork created in dedicated vecotr programs often ends up in a raster format anyway.
Ummm....vectors are shapes drawn by mathematical assignments. When you make a vector image in Illustrator and export it for use it gets rasterized, i.e. the math assignments get converted to pixels. If you're doing print work you will retain the total smoothness of the vector but not as an electronic image. Millenniums work is every bit as good in export mode as an identical image made in a vector program and then exported....

I won't tell you it's not vector as you know it, neither will I tell you what apps are used to work with vector graphics, you know that too.
Photoshop is a cool program, in talented hands it can do very pretty things. I have also thought, that selecting similar colours maybe with the magic wand, and recoloring them to homogenous colors might result in similar things than the ones posted as wallpapers by guys using vector apps.
But you have done the first steps, and I like it.
