Photoshop has some basic vectors tools to get you started.
Combined with multiple layers and custom layer styles you can do some very advanced things.
Remember that the final output will rarely ever be larger than 128px, so sometimes working in pixels is okay too. Output to a 24-bit PNG format is a must.

For that you want the GIMP to create your graphics. However you will need to use something like Icon Workshop or the Ave Iconfier program mentioned in the previous post to convert those newly created JPEGS or PNGs in ICOs, since to my knowledge ther is no opensource icon creator (The commonly used opensource desktops use other formats like PNG for KDE and SVG for GNOME)

Look herr for Icon Workshop The 5.1 is very nice and handles almost any Icon job you throw at it.

Check out @icon Sushi from my post above. It can be used standalone, but it's almost always easier to start from a PNG image made in another program.

yeah i have a program to convert PNG to ICO =] thanks
my problem is that i want to make my icons to my GNOME DT too ( and there i love to strach the icons, so i can't depend on a constant size of img .I must have them on vectoric format ).
I checked Adobe Illustrator on a friends of mine it looks grate =] i think i will give it a try =]
