It seems to be the original creator on the german forum.

I don't know any languages except for english,

but it seems to be a test version, to see if there's any problems..

Bazon-bloch is the Safire theme's creator, and that German forum is his primary feedback area when working on new (development) versions of his theme. It's legitimate. Keep in mind that the 0.39 version he posted is a work in progress (or "test version" as Bazon-bloch put it in his post.) I can't read German, so I'm just guessing here, but it seems as if there are problems with newly-created extension icons, so they're trying to hammer that out. Beta test if you want, but I'm sticking with 0.35 until an official release.

Regarding close buttons on individual tabs: folks, you need to stop using Tabbrowser Extensions (TBE) and use Tab Mix Plus (TMP.) That feature's been in forever now, and it's the tab management extension that Safire is built to support.
