When im changing the iconpackagertheme it freezes my startpanel and i get a black square and i have to restart the computer to access the program-meny...?

Try to restore XP's default icons, reboot and then apply the IP theme that is causing you problems. If the problem persists, I recommend you to uninstall IconPackager, and fully restore XP's icons, and then reinstall it. If you still have problems, I think you need to fix your registry. I had a similar problem once and I used Registry Mechanic, it cleaned up and restored everything, and the icons were applied just right.
If none of the above work, then I'm sorry for wasting your time, but all I know is that I've tried this and it worked on my system.
